HOME IMPROVEMENTS

Like most planned communities, Ocean Pointe has a home improvement approval process. All and any exterior improvements made to your house or lot, no matter how small, must receive approval from the Design Review Committee prior to starting the project.  The Design Review Committee (DRC) exists so that the Ocean Pointe Residential Community Association can remain a special place to live in Ewa Beach, Hawaii. Anyone wishing to make external changes to their property must meet the association requirements for modifications and submit an application before initiating work.

The DRC consists of a five-member panel. All panel members are Ocean Pointe resident homeowners. The role of the Ocean Pointe Master Association is to assist the homeowner and present applications to the DRC for adjudication.

The DRC has jurisdiction over all construction, additions, alterations or repairs on any residential development in Ocean Pointe. The DRC responsibilities include:


  1. preserving the visual character of improvements within Ocean Pointe.
  2. regulating the exterior appearance of buildings, including landscaping, to maintain consistency with the intentions of the original designs of the developers.
  3. reviewing all applications for construction, additions, modifications, and site improvements visible from streets or neighboring properties.

Therefore, no improvements shall be placed, erected, constructed or installed (including, but not limited to, staking, clearing, excavation, grading and other site work, exterior alteration of existing improvements, and planting or removing of landscaping materials) upon any lot within Ocean Pointe except in compliance with the approval of the DRC; provided, however, that certain activities may not require the approval of the DRC when such activities are undertaken in strict compliance with the terms and conditions of the Design Guidelines.

 
Owners must submit the following fees with the completed Application and the required documentation set forth above:

  1. Preliminary Review: $25.00.
  2. Maintenance and Repair: $50.00; provided however, that no fee is required if the work replaces existing materials and colors with substantially identical materials and colors.
  3. Minor Projects (both Architectural and Landscaping): $50.00
  4. Major Projects: $100.00


No fees shall be charged for the installation of: (a) a photovoltaic device; (b) an antenna or transmission 
reception dish; or (c) an electric vehicle charging system.

If an Application is submitted after work has commenced, the Fee shall be two times the amount provided above.


Unfortunately, the Ocean Pointe Sub-Association does NOT have jurisdiction over any construction, additions, alterations or repairs on any residential development in Ocean Pointe. Nor do they have the authority to waive any additional Fees associated with a Design Application. 


However, the current homeowner should be made aware that if an unapproved design item is found “after the fact”, the current homeowner will need to submit a design request for an approval. 

THE HOME IMPROVEMENT PROCESS

1. READ THE DESIGN GUIDELINES

The Design Guidelines, as well as other legally binding documents, are provided to homeowners prior to closing on a house. The purpose of the guidelines is to protect the architectural building and landscape integrity of each residential community. Guidelines for each sub-community in Ocean Pointe can be found towards the bottom of this page.

2. SUBMIT A DESIGN REVIEW APPLICATION

Submit your application, along with any other required documentation, to the Ocean Pointe Community Center Design Specialist. Please allow a sufficient time period for your application to be reviewed. Incomplete information only delays your project.

3. THE DESIGN REVIEW COMMITTEE

The DRC meets at the Ocean Pointe Community Center on the last Friday of each month to review current applications. You will be contacted if the DRC has questions or if there are problems with your request. Please note that the DRC enforces community guidelines, but it is up to the homeowner to meet local permit requirements.

4. APPROVAL OR REJECTION

You will be notified of the approval or denial of your request in writing by our office. Initial notices are sent via email to the email address provided on your design application. Formal approval letters will be mailed to the address on the application. Receipt of a formal approval letter is an authorization to start work.
